FORMATION OF A DIGITAL MONITORING SYSTEM FOR MOBILIZATION READINESS IN THE ENERGY SECTOR OF THE REPUBLIC OF KAZAKHSTAN

Abstract

This article examines the issues of forming a digital monitoring system for mobilization readiness in the energy sector of the Republic of Kazakhstan. The study systematizes the role of digital transformation in ensuring energy security based on an analysis of international experience (International Energy Agency and UNECE).

The research methods include system analysis, comparative analysis, institutional analysis, expert assessment, and content analysis.

The main objects of the study are the resilience of energy infrastructure, the efficiency of resource management, and the ability to make timely decisions in crisis situations.

The results indicate a positive trend in mobilization readiness; however, the level of digitalization remains insufficient. Key challenges identified include data fragmentation, weak interagency coordination, and a low level of process automation. In this regard, a concept of a unified digital energy management platform is proposed.

The proposed model enables real-time monitoring, risk forecasting, efficient resource allocation, and scenario-based decision-making. The system is based on a three-level architecture integrating national, regional, and facility-level components.

The findings highlight the strategic importance of implementing digital monitoring and intelligent management systems to strengthen Kazakhstan’s energy security.
